Before You Begin

Microsoft Windows Server 2016 50 Device CAL is a package of 50 device access licenses. It is essential to note: CAL is not a program, installer, or separate application to run. It is a licensing document that legalises access for 50 specific devices to Windows Server 2016 services, such as file shares, network printers, Active Directory, DHCP, DNS, or applications running on the server.

The Device CAL model works best where multiple people use one computer, for example, in shift offices, warehouses, receptions, schools, or service points. If one employee uses multiple devices, User CAL is usually a better choice.

Windows Server 2016 went on sale on 15 October 2016. The basic support ended on 11 January 2022, and the extended support ends on 12 January 2027. This means that environments based on this system can still operate, but it is worth planning a migration to a newer version.

Downloading the Installer

For the Windows Server 2016 50 Device CAL product itself, no installer is downloaded, as CAL is not an application. If you are deploying a new server, you download the Windows Server 2016 ISO image from a legitimate Microsoft source or use the media provided with the purchased server license.

Step-by-Step Installation

CAL Installation

There is no separate installation wizard for Windows Server 2016 Device CAL. You should:

  1. Install and configure the Windows Server 2016 system.
  2. Add roles and features that devices will use.
  3. Document the assignment of 50 licenses to 50 devices.
  4. Keep the purchase document, invoice, and licensing data for audit purposes.

Windows Server 2016 Installation

If the server is not yet ready:

  1. Run the installer from the Windows Server 2016 ISO image.
  2. Choose the Standard or Datacenter edition.
  3. Install the system and drivers.
  4. Configure the server name, network, domain, and updates.
  5. Add required roles, such as File Services, AD DS, DNS, or Print and Document Services.

Activation

Important Distinction

The 50 Device CAL package does not activate with the slmgr.vbs command, as it is not an operating system. Activation commands apply exclusively to the installed Windows Server 2016.

GUI Activation for Windows Server 2016

  1. Open Settings.
  2. Go to Update and Security.
  3. Select Activation.
  4. Click Change product key.
  5. Enter the Windows Server 2016 product key.
  6. Confirm and connect to the Internet.
  7. If online activation fails, choose phone activation or contact Microsoft at 00 800 121 1654.

CMD Activation for Windows Server 2016

Run Command Prompt as an administrator and enter exactly:

slmgr.vbs /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
slmgr.vbs /ato

The first command installs the product key, and the second initiates online activation.

Phone Activation

If the server does not have Internet access or online activation results in an error:

  1. Press Win + R.
  2. Enter slui 4.
  3. Select your country or region.
  4. Call 00 800 121 1654.
  5. Provide the installation ID and enter the confirmation ID.

Activation Verification

You can check the activation status of Windows Server 2016 in two ways.

GUI

Go to Settings > Update and Security > Activation. A message should appear indicating that the system is activated.

CMD

slmgr.vbs /dli
slmgr.vbs /xpr

/dli displays basic license information, and /xpr indicates whether the activation is permanent. Note: These commands do not confirm the number of CALs. For CALs, confirmation consists of license documents and internal records of assigned devices.

Troubleshooting

Error 0xC004F050

This usually indicates an incorrect Windows Server product key or a key incompatible with the edition. Check if you are using a key for Windows Server 2016 Standard or Datacenter, and not for another product.

Error 0xC004C003

The key has been blocked or is being used in violation of licensing terms. In this situation, verify the purchase source and prepare the invoice and contact information for the seller.

Error 0x8007232B

The server is attempting to activate through KMS but cannot find the KMS host on the network. If you are using a retail or ESD key, apply the standard:

slmgr.vbs /ato

Message stating devices have access, but the company is not license-compliant

This is a typical organizational issue. CAL does not technically block each session, but during an audit, you must demonstrate that 50 specific devices have assigned licenses. The solution is to maintain a device registry.

Confusing Windows CAL with RDS CAL

Standard Windows Server Device CAL does not grant the right to use Remote Desktop Services. If users connect to an RDS environment via RDP, additional RDS CAL are required.

Lack of activation after hardware change

After significant changes to the server configuration, Windows activation may require renewal. It is worth re-executing slmgr.vbs /ato or using phone activation at 00 800 121 1654.
