Error 0xC004F038: Insufficient KMS Activation Count

This error occurs in: Windows Server 2016, Windows Server 2019, Windows Server 2022.

Cause

The KMS server requires a minimum number of client computers (25 for Windows, 5 for Windows Server) to activate clients. If there are too few devices connecting to the KMS server, activation is rejected.

Symptoms

• During activation, the message appears: "Insufficient KMS activation count"
• Error code: 0xC004F038
• English version: "The count reported by your KMS is insufficient"

Step-by-Step Solution

Contact your KMS system administrator. If the threshold cannot be reached, switch to MAK keys. Minimum thresholds: 25 Windows clients, 5 Windows Server clients.

Solution for Windows Server

1. Open PowerShell as administrator
2. Enter the key:

slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX

1. Activate:

slmgr /ato

1. Check the status:

slmgr /xpr

Verification

After performing the steps, check if the activation was successful:

• Windows: Settings → System → Activation → should be "Windows is activated"
• Or: slmgr /xpr in the command line
